When reading the Constitution, I was struck by Article 2 Section 8 Clause 12 which reads The Congress shall have Power "To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years." My initial thought would be that most of our defense spending is therefore unconstitutional. I found a paper that argues the exact same thing. Is this true?
