What happens if Trump refuses to concede?

At this point, Trump is still refusing to concede to Biden and instead has gone on Twitter rants about election fraud and legal votes. Following Trump's lead, many supporters of his are refusing to admit that Biden won and are still hopeful for him to take back the election.

So what will happen if Trump refuses to concede and does not voluntarily participate in a peaceful transition of power?

The General Services Administration (GSA) is responsible for overseeing the presidential transition and providing the winning candidate easy access to all federal agencies.

GSA Administrator Emily Murphy was appointed by Trump and must sign the paperwork that provides the Biden administration with the "millions of dollars and access to office space and equipment to begin the latter stages of the transition."

According to CBS News, "The Biden Harris team is considering pursuing legal action if the head of the federal agency overseeing the mechanics of a transfer of power doesn't move up in the coming days to free up funding and access to agencies."
