Seriously, that's the answer to 98% of your questions and complaints.
That’s oversight / budget hearings. Hearings on an authorizing bill, with a variety of outside witnesses, are more about building a public record and promoting the position of the chair. Again, if you want actual info, it’s a lot easier to use the phone or have a private meeting.
