Climate change and "Course of human events"

I thought this article about the UN Chief and his warning about Climate Change is part of  this river (Course) of human events. As Danielle Allen says, we should be able to tell how how humans will progress into the future. I think climate change will be a very huge factor in shaping our course. Why can't the current administration recognize that as well?
